Dear Dr. Revis:
John West and I inspected the Pine Ridge development on December 16, 2001. The inspection was prompted by citizen complaints that untreated storm water was discharging from your site into East Fork Poplar Creek. Gus Rizk, Scientific and Technical Resources, Inc., accompanied us during the visit. Three areas of concern were identified and discussed during the inspection. These include:
The basin that discharges under Scarboro Road into East Fork of Poplar Creek was discharging muddy water. This storm water was and has caused an objectionable color contrast to the receiving stream. Providing more retention time for the storm water in basin can reduce the discharge sediment load from this basin. Modifying the current discharge device with a solid riser is one suggestion offered to Mr. Rizk. Regardless of the method, your Storm Water Pollution Prevention Plan (SWPPP) should be modified to provide more retention time in the basin(s).
You are currently grading the area that faces Union Valley Read. The drainage in this area will ultimately be directed to a basin. Currently, an off-site basin and
inadequate Best Management Practices (BMP's) treat the run off from this area. Please revise your SWPPP to control and treat the storm water run off from this area on site.
The ditches draining the area fronting Illinois Avenue empty into a basin for treatment. These ditches were carrying a lot of sediment to the basin. Please consider installing some preliminary BMP's in the ditches to insure that the basin(s) will perform as designed. For example, rock check dams might prevent scouring and lengthen the time between required basin clean out.
Please make the requested modifications to your SWPPP as soon as possible. Changes to the SWPPP must be made, on site, within forty-eight (48) hours of notification by the division. The changes in the discharge structure(s) require engineering design and review and should not be made until you have presented them to the division. Please contact me at (865)594-5538 to arrange a meeting to present the changes to the SWPPP. This meeting must take place within two weeks from receipt of this correspondence.
